Caller reports the vehicle is starting to smoke, with a person still trapped inside, and it appears the vehicle hit a building. A supervisor is en route, and all units have been advised to hold the air for emergency radio traffic; the exact intersection was later repeated unclearly as NW 3 Ave and NW 17 St / NW 2 Ave and NW 17 St.
